If the manufacturers comply with section 112, they are able to earn credits that they can then transfer to other manufacturers. The credit earned by one manufacturer can then be used to reduce the emissions of other manufacturers. Basically, the credits can be transferred from one manufacturer to another. Since the trucking industry does not have any manufacturing of its own, it is basically an unregulated industry.
